Taking into
account the following items:
PROVIDES AS FOLLOWS
A call for application for a post-doctoral position in
the framework of the EC contract n. HPRN-CT-2000-00160 (Research Training
Network XPOSE) is open.
The research to
be carried out under the EC project is on X-ray Probing of
the Structural Evolution of Matter. The scientist
in charge of this research is Dr L.A.Gizzi.
The subject of
the research is the following: "New techniques and experiments on
high intensity laser interaction with plasmas and its applications"
The contract duration is 5 months, starting no later than Feb
1st, 2004 and ending no later than June 30th 2004.
The gross
amount provided under this contract is of Euro 13,605.00,
which includes income taxes, social charges. This amount will be payed in twelve
instalments of Euro 2721.00 at the end of each month.
The appropriate
tax deduction laws will be applied by the CNR to the amounts paid, also taking
into account the international agreements actually in force between Italy and
the country of origin of the successful candidate.
It is responsibility of the successful applicant to
provide for the coverage of the health services for the period of the contract,
producing evidence to CNR of either the registration with the Italian National
Health Service (SSN), or the stipulation of a private health insurance
and a civil liability insurance policy.
In order to be eligible for this position the
candidate must comply with the following criteria at the starting date of the
contract:
· a maximum
age of 35 years (exceptions may be taken into account for compulsory military
or civil services and for childcare);
· hold a degree or a Ph.D in Physics;
· nationality of a EC Member State or an Associated State or residence
in a EC Member State for at least five years immediately prior to the
appointment. No Italian nationals will be accepted. The candidate must not have
carried out any working activity in Italy for more than 12 of the 24 months
prior to the appointment;
· research experience in the fields of Physics of Laser Produced
Plasmas, and/or X-ray emission properties of laser plasmas;
· good knowledge of the Italian language and/or of the English and/or
French languages;
It is the
responsibility of the applicant, particularly for citizens of non EC Member
States, to comply with the immigration rules in force in Italy and with visa
and residence permit requirements.

no later
than fifteen days from the date of publication of this call on the web-site of
the IPCF, date which is the applicable closing date.
Certification of the date will be the postmark on the envelope. Incomplete
applications or those handed in/sent after the expiry date will not be taken
into account. The Institute cannot be held responsible for the loss of
information due to incomplete address on the envelope, or to a late or missing
communication of a change of address indicated in the application by the
candidate. The Institute cannot be held responsible for losses due to
inefficiency of the mail service, or any other cause which cannot be directly
attributed to a faulty handling of the information within its premises.
Disabled
candidates are entitled upon request to special aid, with reference to their
handicap. They should ask explicitly for it in their application.
The candidate
should indicate clearly his/her mailing address. Should this address change
within the time limits of this selection procedure, the candidate must promptly
inform the Istituto per i Processi Chimico-Fisici.
The candidate
must attach to the application single copy of:
a) all documents certifying qualifications and
publications included in the application. Please note that a maximum of five
publications should be submitted;
b) a dated and signed curriculum vitae, describing
the scientific activity. The candidate will indicate his/her main education and
scientific steps, his/her qualifications, his/her scientific publications;
c) a dated and signed list of the publications
and documents enclosed;
d) for
EC citizens a self-certification (in Italian or English) of the his/her degree;
e)
for non EC citizens, a copy, certified by the Italian consular
authorities, of his/her degree.
Proofs of qualifications and publications must be sent
in their original form, or as certified copies, or as copies accompanied by a
certificate of conformity prepared by filling the form provided in attachment
and by a copy of a valid ID. As a replacement of the document certifying
qualifications, the candidate can enclose an appropriate certificate, the so
called "dichiarazione sostitutiva dell'atto di notorietà" provided by
Italian regulations. The certificates should be filled analytically, and should
include all information which will make them useful for the selection by the
Committee.
Documents in a
language other than Italian or English or French will be admitted with
condition. The applicant will not be allowed to substitute any document
attaches to the application after the expiry date. Applications submitted by
CNR employees will not be accepted.
Candidates are admitted to the selection provided they
comply with the conditions indicated above. Exclusion by the selection
procedure can be issued by the Director of IPCF at any time, and will be
notified to the applicant with proper motivation.
The selection will be carried out by a Committee
appointed by the Director. The Director will appoint three members plus a substitute
member. All member will be chosen among experts in the field of research
indicated in Art .1. In its first meeting the Committee
will appoint its President and its Secretary.
The Committee will evaluate the qualifications and
publications of the candidates and then proceed with interviews with those
eligible. A maximum of 100 marks will be awarded, 70 for the scientific CV and
publications and 30 for the interview.
In its first meeting the Committee fixes the general
criteria for the evaluation.
Candidates will be notified with a notice of twenty
days, by E-mail, FAX or Registered mail, of the date chosen for the interview,
which aims at verifying whether the candidate can carry out the foreseen
research work and the level of knowledge of the Italian or English or French
languages required by art.3 of this contract. With prior
agreement with the candidate, interviews can take place before the twenty-day
notice time. Also, the Committee can adopt internet-based tools to carry out
interviews.
After the interview, the Committee will define a list
of the candidates, based upon the marks awarded at the interview. The list,
signed by the President and by the Secretary, will be posted on the notice
board the same day.
Candidates need to show a valid ID to be admitted to
the interview session. Candidates which will not turn out for the interview
will be declared not eligible.
The CNR will not reimburse expenses sustained by the
Candidates to take part to the interview session.
The Committee shall conclude its activity within
thirty days from the closing date for applications. Upon conclusion, a list
will be drawn, based upon the sum of the marks obtained in the evaluation of
qualifications and publications and in the interview session. The first
candidate in this list will be selected. In the case of a draw, the youngest
candidate will be selected as the winner of this selection.
The list, approved by the Director of IPCF, will be
published by posting it on the Notice Board of the Institute, and on the
website of the Consiglio Nazionale delle Ricerche.
All candidates will receive notification of the
outcome, through regular mail.
Should the winner give up his position and rights, the
Director of the IPCF, after consulting the Researcher in charge of the
research, can award the position to the candidate following in the list.
The Director
and the successful applicant will sign the contract (contratto d'opera) within
fifteen days from the date on which the final pass-list is made public.
Should the Researcher in charge deem the services
given by the successful applicant not in keeping with the provisions of the
Contract, he/she will contact the Director, who will ask the contractor to
comply within a suitable time limit. Should the contractor still refuse
to comply with the provisions of the Contract, the Institute will be allowed to
withdraw from the obligations toward the Contractor, by allocating the part of
the funds owed for the part of the service effectively supplied.
Should the Contractor find himself/herself in the
position to have to give up the position, he/she should inform the Director and
the Scientist in charge immediately. Sums received as anticipations must in
this case be given back to the Institute.
The Scientist in charge and the Contractor should transmit to the
Director a complete report of the activity before the final date of the
contract
Within six months since the date of publication of the
pass-list Candidates can apply for return of their documents and publications.
Requests must be addressed to the Director of the IPCF. Documents and
publications will be returned unless open cases involving the candidate and the
Institute exist. After six months since the date of publication of the
pass-list the IPCF will be not responsible for what happens to the unclaimed
documentation.
As far as the treatment of personal information is concerned, the IPCF will
follow provision of the Italian law regulating the matter.
For all cases not explicitly discussed in this Application, the rules
and regulations usually enforced for the drafting of similar Contracts in the
field of Public Employement will be followed.
The successful applicant cannot receive any fellowship either
by the CNR or any other research institution during the contract period.
However, it is possible to carry out other employment activities either in the
public Administration or in public or private Institutions, upon a proper
employer’s authorization.
