CALL FOR WORK CONTRACT
within the framework of the research project “NANOQUANT, Understanding Nanomaterials from
a Quantum Perspective”

Taking into account:
1.
art.
51, sub-par. 6, of law n. 449 27th
December 1997;
2.
CNR regulation concerning employment contracts for
activities to be accomplished within the framework of research programs of the
CNR, based on article 2222 and following the Italian Civil Code;
3.
the Research project on “NANOQUANT, Understanding Nanomaterials from a
Quantum Perspective”, financed by the EC for a three-year period from
April 1st, 2004 to March 31th 2007
4.
the rules and conditions of the EEC contract n. MRTN-CT-2003-506842 which finances
the above-mentioned project;
PROVIDES AS FOLLOWS
A call for qualifications and
interviews for the stipulation of one employment
contract, based on article 2222 and following the Italian Civil Code covering co-ordinate and continuative collaboration
contracts, for the development of research activity executed within the
framework of Marie Curie (Research Training Network) contract MRTN-CT-2003-506842
to be performed at the Institute for Chemical-
Physical Processes, Italian National Research Council, Pisa site.
The research to be
carried out under the EC project is on “NANOQUANT, Understanding Nanomaterials from a
Quantum Perspective”.
The scientists in charge
of this research are Dr. Antonio Rizzo and Dr. Vincenzo Caravetta (IPCF/Pisa).
The theme of the research
is: “Theoretical studies of magnetic,
optical properties and interaction with X-rays of molecules”
The
contract duration is twelve months, starting no later than 1st
August 2004 and ending no later than 31st July 2005 potentially renewable
for six months according to financial availability and the requirements of the
research program, and subject to favourable opinion of the Director and the
scientific research supervisors.
Any eventual
postponement of the starting date of the employment contract or eventual
interruptions of the said contract will only be permitted based on the
submission of written motivation by the contracting party and subsequent
approval by the Director. The interruption of the research activity contract,
approved on the basis of the aforementioned criteria, will entail the
suspension of the payment of the financial amount for the interrupted period.
The end date of the employment contract will be extended by the duration of the
interrupted period.

The contracting partner is entitled to:

Career
Exploration Allowance € 2000 una tantum (for not less than twelve months of
duration contract ).

According to the legislation in force, the
amount due, in the case that the contracting party is resident in Italy, is
subject to: IRPEF (personal income tax), regional and municipal tax, social
security tax (separate management according to art. 2, comma 26 and subsequent
commas, of the law n. 335 8 August 1995, and subsequent modifications and
integrations); state insurance tax INAIL (state body providing sickness benefit
to people injured at work) (D. Lgs. 23 February 2000, n.38). In that case that
the contracting party is not a resident in Italy the amount due is subject to
IRPEF (personal income tax) at 30% of the total amount earned in the
contractual period, according to art. 25 comma 2 del DPR n. 600/73 or
alternatively will be subject to the tax laws governing bilateral conventions.
Insurance cover for civil liability towards
third parties is the responsibility of the contracting party. The total amount
due is comprehensive of all taxes to be paid by CNR and also includes eventual
travel refunds.
It is
responsibility of the successful applicant to provide for the coverage of the
health services for the period of stay in Italy, producing evidence to the CNR
either of the registration with the Italian National Health Service – SSN, or
of the stipulation of a sickness insurance policy on a private basis, and of
the stipulation of a civil liability insurance policy during the period of stay
at the CNR.
In order to apply for the present selection, the
candidate must fulfil the following eligibility criteria on the starting date
of the contract:

to hold a doctoral degree (or equivalent qualification).
·
not to be an Italian national and not to have carried
out normal (work, study) activities in Italy for more than 12 of the 36 months
prior to the appointment date following the provisions of this call. Italian
citizens are eligible provided that they fulfill one of the following criteria:
a) dual citizenship, and not having had their residence in Italy during the
five years preceding the appointment date; b) proof of legal residence and
having carried out normal activity of study or work in a third country (not
part of the EEC or associate state)for at least four out of the five years
prior to the date of appointment;

research experience in the fields of Theoretical and
Computational Chemistry, and in Atomic and Molecular Physics;
·
good mastering of the Italian language and/or of the
English and/or French languages;
·
less
than ten years research experience since
the date of attainment of the doctoral degree.
It is the responsibility of the applicant, especially for citizens of non
EEC Member States, to comply with the immigration rules in force in Italy and
with visa and residence permit requirements.
A) APPLICATIONS FOR ADMISSION
The application, completed following the scheme
available on the IPCF web-site http://h2.ipcf.cnr.it or on the CNR web-site http://www.cnr.it
(see annex A), must be either directly handed in or sent via registered
mail to the following address:

no later than twenty days from the date of appearance of this call
for applicants on the web-site of the IPCF, date which is the applicable closing
date. Incomplete applications or applications handed in/arrived after
midnight of the twentieth day since the date of this call will be rejected.
The Institute cannot be held responsible for the loss of information due to
incomplete address on the envelope, or to a late or missing communication of a
change of address indicated in the application by the candidate. The Institute
cannot be held responsible for losses due to inefficiency of the mail service,
or any other cause which cannot be directly attributed to a faulty handling of
the information within its premises.
Handicapped candidates are entitled upon request to special aid, with
reference to their handicap. They should ask explicitly for it in their
application.
The candidate should
indicate clearly his/her address. Should this address change within the time
limits of this selection procedure, the candidate must promptly inform the
Istituto per i Processi Chimico-Fisici.
According to art. 3, point 5, of the
law 15 May 1997, n. 127 authentication of the submission of documentation is not required.
On the envelope the candidate should
include the reference: “NANOQUANT. Call # (Number of the call)
of (Date of the call). Candidate: (Name of the candidate)”.
Together with the application form duly filled, the candidate must
enclose one copy of the following:
a) all
documents certifying qualifications and publications, which he/she plans to
submit for the selection. A maximum of five publications will be accepted;
b) a
curriculum vitae (dated and signed), describing the scientific activity. The
candidate will indicate his/her scholastic and scientific history, his/her
qualifications, his/her scientific publications;
c) a list
(dated and signed) of the publications and documents enclosed;
d) for EEC
citizens a self-certification (in Italian or English) of the his/her degree;
e) for non EEC
citizens, a copy, certified by the Italian consular authorities, of his/her
degree.
B) Documents admitted for evaluation and
publications
All documents and publications that
the candidate deems useful to present for selection should be presented in
original, or authenticated copies. Authenticated copies must be accompanied by
a declaration of conformation to the original through compilation of a notary
act substitution declaration according to the President of the Republic
of Italy’s decree no. 403 20th October 1998 (see annex B)
together with a photocopy of the candidate’s valid identification document. It
is also possible to produce a certification substitution declaration,
according to art. 1 of the aforementioned decree or a notary act
substitution declaration according to art. 2 of the aforementioned
President of the Republic of Italy’s decree (see annex B).
The aforementioned
certificates should be analytically completed, and should include all
information rendering them useful for the selection process, so that the
evaluation committee is in a position to completely evaluate the qualifications
presented.
Auto-certification foreseen for Italian
citizens can also be applied to European Union citizens (art.5 DPR n.403/1998).
Non-EU citizens resident in Italy may avail of substitute declarations only in
the case where they make declarations of status, facts and personal qualities
that may be certified or validated by Italian public or private subjects. CNR
may, at any time, check the validity of information contained in substitute
declarations.
Documents in a language other than Italian or English or French will be
admitted with reservation. The applicant will not be allowed to substitute any
document enclosed to the application after the expiry date.
Applications submitted by CNR employees will not be accepted.
Candidates are accepted unless they fail to comply with
the conditions indicated above. Non acceptance can be motivated by the Director
of the Istituto per i Processi Chimico-Fisici at any time, and will be notified
with proper justification of the exclusion from the selection.
The selection will be carried out by a Committee
appointed by the Director. The Director will appoint three members plus a
substitute member. All members will be chosen among experts in the field of
research indicated in art. 1. In its first meeting the
Committee will appoint its President and its Secretary.
The Committee will evaluate the qualifications and
publications of the candidates and then proceed to interview eligible
applicants. It can award a maximum of 100 credits, 70 for the qualifications
and publications and 30 for the interview.
In its first meeting the Committee will establish the
general criteria for evaluation.
Candidates will be notified, by E-mail, FAX or
Registered mail, of the date chosen for the interview, which aims at verifying
whether the candidate can carry out the foreseen research work and the level of
knowledge of the Italian or English or French languages required by art. 3 of this contract. There is, in principle, an interval
of at least twenty days between the closing date for application and the
interview session, but, in view of the pressing need for efficiency and
celerity, the Committee can, with the consensus of the candidate, decide to shorten
the interval. Also, in view of the specificity of the call, which applies only
to non-Italian citizens, the Committee can decide to exploit computer
technology for the interview.
After the interview, the Committee will draft a list of
the candidates, indicating the number of credits earned with the interview. The
list, signed by the President and by the Secretary, will be posted on the
notice board the same day.
The candidates need to show a valid ID to be admitted to
the interview session. Candidates are not present for the interview will be
declared not eligible.
The CNR will not reimburse expenses sustained by the
Candidates to take part to the interview session.
The Committee shall conclude its activity within thirty
days from the closing date for applications. Upon conclusion, a list will be
drawn, and a winner selected. This will be the candidate which obtained the
higher grade determined as the sum of the credits given in the evaluation of
qualifications and in the interview session.
In a draw, the youngest candidate will be selected as
winner.
The list will be approved by the Director of the
Istituto per i Processi Chimico-Fisici and it will be published, care of the
Director, by posting it on the Notice Board of the Institute, and on the
website of the Consiglio Nazionale delle Ricerche.
All candidates will receive notification of the outcome,
through regular mail.
Should the winner give up his position and rights, the
Director of the IPCF, after consulting the Researcher in charge of the research,
can award the position to the candidate following in the list.
Within
fifteen days of publication of the selection classification, the Director of
the Institute for Chemical-Physical Processes will stipulate an employment
contract with the successful applicant according to art. 2222 of the Italian
Civil Code.
The
contracting party will execute his/her research activity, without any
subordination limitation within the framework of a co-ordinated and
continuative collaboration relationship, within the time frame outlined by the
contract.
During
execution of the contract, if at any time the scientific responsible judges
that the research activity does not conform to the terms outlined in the
contract, the Director of the Institute will be informed and the contracting
party will be requested to execute the activity within an adequate term. In the
case of non-fulfilment of the contract, the Director of the Institute may
withdraw from the contract, paying the amount due for activity performed in
accordance with the contractual terms.
Should the contracting party find
himself/herself in the position to have to give up the position, he/she should
inform the Director and the Scientist in charge immediately. Sums received as
anticipations must in this case be given back to the Institute.
The Scientists in charge and the
Contractor should transmit a complete report of the activity before the final
date of the contract to the Director.
The Director will evaluate the
report and will give a motivated and final judgement. In the case of a positive
evaluation, the director, having conferred with the scientific research
responsible, will make a decision on the eventual renewal of the employment
contract.
Within six months since the date of publication
of the pass-list Candidates can apply for return of their documents and
publications. Requests must be addressed to the Director of the IPCF. Documents
and publications will be returned unless open cases involving the candidate and
the Institute exist. Following six months since the date of publication of the
successful candidate list, IPCF will be not responsible for what happens to the
unclaimed documentation.
According to art. 10, comma 1, law no. 675 31
December 1996, personal data provided by candidates will be collected and held
by the Institute for Chemical-Physical Processes, in order to manage the selection
process. This data will be kept in an automatic database used for personnel
management. The acts must be conserved for a period of at least five years.
The provision of said personal data to the
Italian National Research Council (CNR) is obligatory in order to be eligible
for the employment contract selection. Non provision of data is an automatic
criteria for exclusion.
Said personal data may only be communicated to
public administration bodies directly involved in the selection process or
interested in the legal and economical status of the candidate.
The candidate’s legal rights cited in art.13 of
the law n.675 are not affected.
The legal responsible for the treatment of
personal data is the Director of the Institute for Chemical-Physical Processes.
For all cases not explicitly
discussed in this Application, the rules and regulations usually enforced for
the drafting of similar Contracts in the field of Public Employment will be
followed.
The successful applicant cannot receive any fellowship either by the CNR or any other research
institution during the contract period. However, it is possible to carry out
other employment activities either in the public Administration or in public or
private Institutions, upon a proper employer’s authorization.
